Telegram can be used to automate your community, or interate with users one on one. In order to get your Telegram API keys you have to contact Botfather. When you message that account follow the prompts and run /newbot this will give you the "token to access the HTTP API" You can then invite your ai agent to your group, or message the agent yourself to see it working.
